The Project Controls Section provides project cost control, planning, and analysis support to JPL’s programs and projects.  We are seeking an experienced Lead Project Resource Analyst (PRA) to support JPL’s Programs and Projects.  As a key business team member, you will be involved in core discussions driving project business planning and engage with a wide range of internal and external stakeholders.

The ideal candidate should possess wide-ranging experience in a project team environment including project reporting, integrated cost and schedule planning, and resource analysis. In addition, the following qualities are required: strong analytical skills, effective communication, ability to multitask, excellent organizational and prioritization skills, flexibility, demonstrated commitment to being a team leader, and strong problem-solving skills. This role includes the following responsibilities:

  • Develop the project’s financial position relative to Institutional deliverables for the Planning, Programming, Budgeting, and Execution (PPBE), Institutional Business Forecast, Cost Phasing, NF533 reporting, and monthly/quarterly reviews.

  • Build and maintain the Work Breakdown Structure (WBS), WBS Dictionary and Responsibility Assignment Matrix (RAM).

  • Monitor project funding for accurate placement on contract, linking, and estimating anticipated exhaustion of funds.

  • Conduct in depth EVMS analysis and provide issues and recommendations to project team.

  • Support all lifecycle gate review requirements and ad hoc Program requirements

  • Manage the project’s liens and threats list, support monthly change control board meetings, and incorporate approved liens into the project baseline or estimate at complete (EAC).

  • Develop time-phased budgets and EACs in accordance with schedule plans and in coordination with Control Account Managers (CAMs) and Business Administrator Managers (BAMs); analyze issues and recommend corrective actions.

  • Develop, analyze, and update complex project task plan documents (i.e. statement of work, basis of estimates, and cost estimates)

  • Analyze and seek opportunities to improve processes that impact various project teams and line organizations.

Qualifications

A successful candidate will have the following experience and skills:

  • Typically requires a Bachelor degree in Business Administration or similar discipline with a minimum of 9 years of related experience; Master degree in similar discipline with a minimum of 7 years of related experience; or PhD in similar disciplines with a minimum of 5 years related experience.

  • Demonstrated experience in leading the implementation of project resource planning, control activities and earned value management on a complex technical project

  • Wide-ranging experience in all phases of the flight project life cycle

  • Experience in interpreting and carrying out policies, processes, procedures, applicable laws, regulations, and government contract requirements

  • Effective communication skills in verbal, written, and presentation forms.

  • Demonstrated ability to work on critical, often self-initiated, assignments under only consultative direction, typically exercising considerable latitude in determining objectives.

  • Expert user of Microsoft Office (Excel, Word, and PowerPoint)

  • Demonstrated ability to manage competing priorities

  • Experience interfacing effectively with all levels of program/project management, technical organizations, peers, subcontractors, and the sponsor.

  • Ability to travel based on business requirements.

Preferred Qualifications:

  • Thorough knowledge of Laboratory policies and procedures, applicable prime contract requirements, NASA procedural requirements, and government regulations across a range of applications.

  • Previous experience in a project team environment with project reporting, integrated cost/schedule planning, and cost analysis.

  • Experience supporting audits, Integrated Baseline Reviews and performing independent assessments

  • Experience with month end EVM cost reporting deliverables

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training.

The typical full time equivalent annual hiring range for this job in Pasadena, California.

$137,176 - $162,136
